Cultural Policy and Trends in Ukraine: Country Profile

The cultural infrastructure inherited from the Soviet period has been destroyed, and during 1990s cultural policy was mainly characterised by ad-hoc responses to political situations. Dissatisfaction within the Ukrainian society has recently led to a number of initiatives to change the actual state of affairs. The Conceptual Framework of the Public Cultural Policy of Ukraine for the next three years (2005-2007) was elaborated jointly by different cultural players and adopted by the Verkhovna Rada as a law. Implementation of the Conception will be an acknowledgement of culture as a key factor of socio-economic development at the national and local levels in Ukraine, and to the recognition of cultural policy as a strategic priority of the public policy at large.
The description of the present state of the Ukrainian cultural policy was prepared by cultural policy researcher, member of Parliament Committee on Culture Olexandr Butsenko in the framework of the study Cultural Policies in Europe A Compendium of basic facts and trends initiated by the Council of Europe and ERICarts.
The research focuses on the general directions of cultural policy in Ukraine, agents and instruments of cultural policy (administration, financing, legislation), cultural developments and international cultural cooperation issues.
