The Management of the Culture and Information Sector in Vietnam: Present Situation and Solutions

There is little consideration about whether the management mechanism of the culture and information sector should be innovated and adapted to a new contextualization of a market economy in Vietnam. The paper then suggests solutions for better management. While analysis indicates that there are strengths in the current system, there are still many weaknesses, due to the recent transition from a bureaucratic and subsistence economy to a socialism-oriented market economy. These weaknesses include the incompatibility of the legal system and the lack of necessary knowledge about the management of cultural staff. In the context of Vietnam, solutions relating to the renovation of management tools, organizational structure and human resources are suggested. These measures include capacity building for staff, training for the management of the culture and information sector, and a requirement for more appropriate legal processes.
