Turkey is now set to participate in the Culture 2000 programme. This follows the signature of a Memorandum of Understanding on Turkey's participation in the Culture 2000 programme in 2006 by Mr van der Pas, Director General of the Directorate General for Education and Culture, and His Excellency, Oguz Demilralp, Turkish Ambassador to the European Union. The Memorandum should enter into force by the end of 2005.

The Need for a New Policy Stance and Platform for Europe

This paper examines some implications for cultural policy in the context of globalisation of trade and convergence of technologies. Issues are specifically examined in the aftermath of the inconclusive World Trade Organization (WTO) meeting in Seattle in 1999. The paper argues for the relevance of Australian experiences in the formulation of a cultural response and cites examples which may be relevant to Europe and elsewhere. It asserts that the concepts of "creative infrastructure" and "communications platform" offer a particularly effective formulation of the necessary resource base.
