Although often romanticized as 'artistic' organizations, symphony orchestras depend on management and leadership as much as any other organization. At the same time, musicians and managers in symphony orchestras must coexist in the same organization despite the fact that they hold very different views on leadership. This paper explores how the notion of leadership is constructed in symphony orchestras. The paper is based on my extensive study at the Tampere Philharmonic Orchestra and The Philadelphia Orchestra.

How to study an abstract phenomenon called leadership? Traditionally, leadership research has solved the problem by studying individual leaders. Leaders have literally been the objects of study: they have been measured, interviewed, observed and analyzed in different ways. For example, in organization studies focusing on management, the data are usually collected from managers themselves (Czarniawska-Joerges, 1995:26). Subordinates seldom have their voice heard in such studies. In other words, according to this approach the fundamental idea of leadership is connected to the leader as an individual. The leaders traits, qualifications or behavior have been under scrutiny. An alternative approach sees leadership more as a social process or interaction between the leader and other members of the organization. The focus is on the interaction process between people, not on the qualifications of the participants (Dachler and Hosking, 1995).

The Research project "Hong Kong Arts and Cultural Indicators" was designed to serve the following purposes:

- As criteria for observing the cultural vitality of Hong Kong as a metropolis,
- As measurement for the impact of culture and arts on overall social development,
- As integrated indicators for the government's reference in overall policymaking on cultural development,
- Assess the effectiveness of government's support on the arts and culture,
- Provide data and advice in improving arts policymaking and policy implementation,
- Prepare a data base for the creative industries in Hong Kong, and
- As a Hong Kong brand product, to be released regularly (annual or biannual) to arouse the public attention to and discussion on the arts and culture of Hong Kong.

Today festivals are considered to contribute significantly to the cultural and economic development wealth of the United Kingdom. The festivals have major impact on the development of cultural tourism to the host communities. The festival organisers are now using the historical and cultural themes to develop the annual events to attract visitors and creating cultural image in the host cities by holding festivals in the community settings. The desire for festivals and events is not specifically designed to address the needs for any one particular group. The hosting of events are often developed because of the tourism and economic opportunities addition to social and cultural benefits. Many researchers have contested that local communities plays vital role in development of tourism through festivals.

Events have the potential to generate a vast amount of tourism when they cater to out of-region visitors, grants, or sponsorships, (Getz, 1997) of direct or indirect intent. The government now support and promote events as part of their strategies for economic development, nation building and cultural tourism. The events in turn are seen as important tool for attracting visitors and building image within different communities. According to Stiernstrand (1996), the economic impact of tourism arises principally from the consumption of tourism products in a geographical area. According to McDonnell, Allen and O Toole (1999), tourism related services, which include travel, accommodation, restaurants, shopping are the major beneficiaries of the event.
